devtools 20230105-1 enables the debug option by default.

A follow-up commit will remove debug from alongside other options.

Remove unneeded quotes and curly braces.
Remove patch for ffmpeg >= 5 compat (fixes are now included).

Rebuilding against ffmpeg >= 4.0. Removing libpng and libjpeg-turbo as redundant dependencies from depends.
Moving xxd to makedepends. Making install more verbose.

Updating maintainer. Updating to 0.8.2. Adding further required depends. Switching url to https.
Switching to sha512sums. Removing unneeded CFLAGS. Adding comment about lowering the make jobs. Minor fixes.
