PKGBUILD changes:

- Use SPDX license identifier.

- Remove makedepends/optdepends pciutils - support removed in v1.10.0. See the
  following seciton in NEWS:

  > pciutils/libpci support is now removed since libpciaccess works
  > well and there's also a Linux-specific PCI backend. For the record,
  > pciutils was GPL and therefore disabled by default since v1.6.2.

- Remove libx11 from optdepends - not referenced in the source.

The patch achieves absolutely void, not only does it not get use and
still install it to /usr/etc but it is also totally wrong to do in the
first place. The combined auto-load completions of bash go to
/etc/bash_completion.d/ as they will be literally useless in
/usr/share/bash-completion/completions besides consuming disc space.

enable plugins support
move pci and xml dependencies to plugins
move cairo dependencies to options (only lstopo depends on it)
