intel-compute-runtime not working with Blender 3.6-4.1.1 with latest versions available
Description:
When using intel-compute-runtime and required packages, blender is not able to load any render kernels for cycles or EEVEE. This bug has already been reported (upstream)[https://projects.blender.org/blender/blender/issues/120800] and has been narrowed down to something that happens specifically on arch, even with blender binaries that haven't been repackaged.

Steps to reproduce:
- Install intel-compute-runtime with an Arc GPU installed
- Run blender 4.1.1, switch render mode to oneAPI
- Observe that when blender tries to load render kernels, it leads to blender locking up and requiring termination
If I don't have resizable BAR enabled, this causes my wayland compositor to completely crash, and it can kill X11 too.
