upgpkg: 4:2024.3.2.2: new upstream release

Updates version of IntelliJ Community Edition to current latest build - v2024.3.2.2 and 243.23654.189.

I want to use an android plugin and it is incompatible to current arch packaged version, so created MR. Also I've tried to build locally and never seen any issue.

Anyway, need to check sha256sums, just to be safe.
