devtools 20230105-1 enables the debug option by default.

A follow-up commit will remove debug from alongside other options.

Remove unnecessary quotes and curly braces.

This fixes CVE-2022-25235, CVE-2022-25236, CVE-2022-25313, CVE-2022-25314 and

Add debug package.
