Since 0.3.113 it is possible to use distribution flags, as underlinking
has been fixed upstream.

devtools 20230105-1 enables the debug option by default.

A follow-up commit will remove debug from alongside other options.

Add debug package.
Remove unneeded quotes.
Remove the use of -Werror in prepare().
Simplify calls to make.
Install docs and man pages in package().
Update maintainer info.
