Consolidate direct dependencies for python-libblockdev.

Add libblockdev-smart as new split package offering S.M.A.R.T. support.

- Rebuild to consolidate split packages:
  Merge libblockdev-utils into libblockdev.
  Merge libblockdev-lvm-dbus into libblockdev-lvm.
  Remove libblockdev-tools and add relevant executables to
  libblockdev-fs and libblockdev-lvm.
- Add version constraint for all split packages to ensure compatibility.
- Add missing direct dependencies.

To ensure packages are compatible require a strict version constraint
based on pkgver.

The functionality can live alongside those of the main lvm features.

Remove the libblockdev-tools package and add vfat-resize to
libblockdev-fs as it is called by the library and lvm-cache-stats to
libblockdev-lvm as it is most fitting in that context.

Split all provided plugins into separate packages.
This allows for more fine-grained dependency resolution (also for its
one major dependent udisks2), based on actual dependencies, not just
optional dependencies.

Add new optional dependencies on libnvme and direct dependency on keyutils.
Add further optional dependencies on various filesystem toolings that are now understood.
Remove configure options, that target removed functionality.

Increase readibility (e.g. for diffs) and usability (e.g. for commenting
entries) by switching to bash arrays with one entry per line.

- Move non-essential dependencies (btrfs-progs, dosfstools, lvm2, ndctl, xfsprogs) from depends=() to optdepends=().
