Add upstreamed patch for https://github.com/libgit2/libgit2/issues/6607

Remove patch and ignore tests in check() specifically instead.

Switch to pcre2 (https://bugs.archlinux.org/task/76000).
Consolidate sodepends.
Add cmake options to a local array for better readability and changes.
Also disable tests using ssh as they fail without access rights.

devtools 20230105-1 enables the debug option by default.

A follow-up commit will remove debug from alongside other options.
