24.2.1-4 breaks scaling on Plasma 6 with Fractional Scaling
Description:
The update from 24.2.1-3 to 24.2.1-4 breaks scaling in Libreoffice on Plasma 6 with fractional scaling (e.g. 115% in my example). The toolbar is far too large (especially compared to the titlebar).
Scaling with integer scales (100%, 200%) works fine.

Steps to reproduce:
- Start Plasma 6 with only a single monitor.
- Set Display Scale to something fractional, e.g. 115%
- Start Libreoffice
- Observe far too large toolbar
Suggested fix
The issue seems to be the qt6 / kf6 VCL plugin.
Reverting back to 24.2.1-3, where kf5 was still enabled or exporting SAL_USE_VCLPLUGIN=qt5 is a temporary workaround.
I'd suggest to undo what 24.2.1-4 did and stay with kf5 for the time being until the qt6 / kf6 VCL plugins are fixed. Another solution would be to build both kf5 and kf6 for the Arch package so users can choose with an environment variable.
