Normalize license by SPDX spec

Whyme Lyu requested to merge 5long/lighttpd:spdx-license into main

Makes namcap>=3.5.0 happy.

The lighttpd license text is slightly different from the original text of BSD-3-Clause. But at least Fedora thinks it is close enough to use the same identifier: https://koji.fedoraproject.org/koji/rpminfo?rpmID=36780852
