Lzip is GPLv2+, not GPLv3

I'm lzip's upstream.

I have noticed that lzip's licence is stated as GPL3 at https://archlinux.org/packages/extra/x86_64/lzip/ but the correct licence of lzip is GPL2-or-later as documented at the end of http://www.nongnu.org/lzip/lzip.html.
