Updated to NetBeans 25 release build

• bumped to NB 25
• build requires JDK 17+ (since NB 22)
• switched to release artifacts from archive server
• build with release cluster config
• higher res png icon and add svg

Tested it once. Please take a good look since I don't know much about PKGBUILDs.
