l2tp stopped working since strongswan 6.0

Description:

vpn l2tp stopped working since strongswan 6.0.

Reverting to strongswan 5.9.14-1 fixes the issue.

When connecting to vpn, this error logs:

vpn ...: failed to connect: 'Could not find the ipsec binary. Is Libreswan or strongSwan installed?'
