Switch to Meson bulid, refresh for 2.26

Closes #5 (closed).

Needs a bit of checking for where files ended up, but at least it builds.

Generating docs seems to be a mess upstream and I've opted to forgoe it entirely in the intelest of getting the actual CLI build working again. I'm open to re-adding that as a split again later.
