Separate priority for Arabic and Urdu fonts

Description:

Arabic and Urdu are different languages that use the same UTF8 characters, but their readers are used to reading them in different fonts.

Steps to reproduce:

Without a fontconfig setup, a default Arch installation results in having Arabic text rendered in Urdu font (e.g: test on browser https://ar.wikipedia.org).
