OBS_VERSION_OVERRIDE is causing issues with link to the release notes

Description:

When one goes into Help > Release Notes the link is broken. It appears that the $pkgrel appended to overridden OBS Version is causing issues there.

Additional info:

  • package version(s): 31.0.0-1 (probably present in all previous versions as well)

Steps to reproduce:

  1. Open OBS.
  2. Click Help in menubar.
  3. Select Release notes from dropdown.
  4. Notice how opened browser gives HTTP 404 error.
