Update to 30.2.0

The package now explicitly builds without websocket support. Removed ffmpeg-related patch that was upstreamed, Python-related patch that was upstreamed, submodule patch that is not needed anymore.

This now uses its own ffmpeg nv codec headers because OBS does not currently support newer versions.
