OBS_VERSION_OVERRIDE is causing issues with link to the release notes

When one goes into `Help > Release Notes` the link is broken. It appears that the `$pkgrel` appended to overridden OBS Version is causing issues there.

* package version(s): 31.0.0-1 (probably present in all previous versions as well)
# Steps to reproduce:
1. Open OBS.
2. Click `Help` in menubar.
3. Select `Release notes` from dropdown.
4. Notice how opened browser gives HTTP 404 error.
