Unfortunately openucx cannot be made optional since libopen-pal.so links to its
libraries...

Note that OpenMPI 5.0.1 and later build all accelerator components as
dynamically loaded libraries by default, so the --enable-mca-dso configure flag
is no longer needed.

The configure script calls hostname in multiple places, but always as
`(hostname || uname -n) 2>/dev/null | sed 1q` so it works without
inetutils too.

Rebuild against openpmix 4.2.8

Update to 4.1.6 patch release which includes the commits [1][2] that were previously included as separate patches that were then removed due to introducing another issue [3].  The cause of the introduced issue was discovered to be in glibc [4].  Until there is a glibc release with a fix for that issue it can be worked around in openmpi by disabling the use of sem_open [5].
