Backport fix for regression with gpg.conf option
Description:
When the pacman-key export finger list or verify operations is performed as a none root user the command checks for lock-never in gpg.conf and fails when this option is not set. This is fixed upstream by pacman/pacman@49ebd856. Please consider backporting this commit.
