Despite libary is end-of-support since years, this implements FS#73355 because
it is a security enhancement and library is still used.

devtools 20230105-1 enables the debug option by default.

A follow-up commit will remove debug from alongside other options.

Add static libraries as they are required for qemu-user-static.
Add debug package.
Add provided shared libraries to provides.
Switch to sourceforge.net for source downloads as ftp.pcre.org did not resolve.
