Crashes were reported by several users when using pcre2 in a
multi-threaded context. The fix has been confirmed and merged by
upstream but, as this bug can cause memory corruption in a widely
used library, it may make sense to patch this before the next
release.

Consolidate and sort dependencies.
Move bash to optional dependencies, as it is only used for the legacy
pcre2-config script (and pkgconf integration exists).

Philip. Please report website or SourceForge PCRE project problems to
webmaster@pcre.org.". https://www.pcre2.org/ is not maintained by Philip
Hazel who is the maintainer of pcre2. So, I think it is more appropriate
to use https://github.com/PCRE2Project/pcre2 in URL.

The original one will be redirected to the new one.
