Rebuild against imagemagick 7.1.1.40

Rebuild against php 8.2.x.
Switch to correct SPDX license identifier for project.

Add patch to not run the broken version check by default, as it consistently provided false-positives.
Add all required direct dependencies.

Remove now included patch.
Simplify quoting in file.

As the last release has been done in 2019, picking the latest commit seems more
stable than cherry-picking various single commits.
Drop threading fix, as it is now included.

imagemagick 7.0.10.37 rebuild, add ttf-dejavu checkdepends since otherwise many tests are failing after the latest commit

Removing local patch in favor of patch from upstream pull request so tracing becomes more easy.

Updating maintainer info. Setting the PACKAGE_VERSION, as applications might require it (FS#64185).
