The upstream pam config was moved to `/usr/lib/pam.d/polkit-1` and can
be overridden by creating a file `/etc/pam.d/polkit-1`.

Fixes: #2

devtools 20230105-1 enables the debug option by default.

A follow-up commit will remove debug from alongside other options.

TODO: upstream added Meson support in

investigate switching to that build system instead of the currently still
supported Autotools.

Since this is a security release, I opted to change as little as possible in
order to get the update out quickly without potentially introducing new,
unrelated issues.
