Draft: Build with Meson

Jan Alexander Steffens (heftig) requested to merge heftig/meson into main
  • Use Git sources because the tarball fails cleanliness checks in the root meson.build
  • The bitcode files don't get installed (what are these for?)
  • The examples from contrib/spi/ don't get installed (just some docs)
