4.x is not yet fully supported by dependent packages. Let's keep 3.x in main branch to avoid unexpected version upgrades during rebuilds (ex: Python 3.12 rebuilds).

Pushed to [extra-staging] as anyio 4.x breaks python-fastapi. fastapi pins older starlette, while the latest starlette is required for anyio 4.x support. See: https://github.com/tiangolo/fastapi/pull/9636
