Description:
Related to the TODO entry of setuptools removal [1] and the accidental removal of python-setuptools from depends
[2].
There is upstream PR [3] to remove the dependency all together. Unfortunately the upstream maintainer didn't have time to finalise and release it yet. Based on their PSA [4] seems like the project is unmaintained all together.

Steps to reproduce:
- remove python-setuptools all together from your system/chroot
- apply the PR, drop python-setuptools from the PKGBUILD
- observe all the tests (and cerberus as a whole) working just fine
