horror-proton/python-setuptools:bump-74-1-2 into main

TODO:

  • With system-validate-pyproject.patch applied, TestExtModules.test_pyproject_sets_attribute would fail. Perhaps the vendored validate-pyproject is different from the system one? Should I just give up and use the vendor version?
  • namcap complains about missing dependencies in setuptools/tests
  • Should I patch --no-isolation to every python -m build command run in tests.
