Rebuild to use pcre2 instead of pcre and add correct SPDX license identifiers.

Apply upstream patch to allow migration to pcre2 as pcre is deprecated.

Fixes #1

Fix name of provided shared object.
Move configure options to local bash array for better handling.
Prevent libtool from overlinking.
Remove unneded dependency on libgpg-error.
Add dependency on sh for legacy -config script.

devtools 20230105-1 enables the debug option by default.

A follow-up commit will remove debug from alongside other options.

Simplify calls to make.
Remove unneeded quotes and curly braces.

Shorten overly long pkgdesc.
Switch to only one of the licenses (LGPL2.1).
Add all available sodeps in package() and the respective packages in makedepends.
Add all required direct dependencies.
Add librasqual.so to provides.
Run autoreconf in prepare().
Install docs.
Update maintainer info.

new pkg based on the one from AUR, former internal source was split out from and is now needed by redland pkg
