Split out ladspa,lv2 and vamp plugin into separate packages.

Consolidate meson calls to adhere to packaging guidelines.

devtools 20230105-1 enables the debug option by default.

A follow-up commit will remove debug from alongside other options.

Add lv2 and boost as new makedepends.
Add lv2-host as new optdepends for hosting the lv2 plugin.

Removing version pinning on java-environment=10, by making setting JAVA_HOME generic (based on java --version output).

Upgrading to 1.8.2. Moving to github upstream. Swithcing to sha512sums. Adding ladspa and java-environment=10 to makedepends.
Fixing build() with export of JAVA_HOME (needed for implicit build of jni library. Minor fixes.
