Motion Tracker not available under "filters" when opencv package is not installed
Description:
When using Shotcut for video editing, the Motion Tracker filter/effect is a common tool to use.
However, it's not clear that you need to install the opencv
package to make this feature available within Shotcut.
Maybe it should be listed as optional dependency at least?

Steps to reproduce:
- Install Shotcut and make sure opencv is not installed.
- Start Shotcut, create new project and add video of choice to the playlist and drag it into the timeline
- While the video is selected and in the timeline, click on the "filters" tab and search for "Motion Tracker"
- List is blank
- Close Shotcut and install opencv package
- Repeat steps 2-3
- Filter list shows Motion Tracker filter
