Split udev rules into steam-devices package for use with flatpak

It would be nice if the udev rules get split into a separate steam-devices (this exact name) package to be used with the Steam from Flatpak, which recommends to install this package on launch.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
