Consolidate cmake calls to adhere to packaging guidelines more closely.

devtools 20230105-1 enables the debug option by default.

A follow-up commit will remove debug from alongside other options.

Remove unnecessary quotes and curly braces.
Simplify build() to adhere to cmake package guidelines.
Add openssl sodeps in package().
Add debug package.

Add all direct dependencies in depends.
Add all available sodeps in package() and the respective packages in makedepends.
Switch to cmake as build system to avoid removing versioned binary in package().
Update maintainer info.
