timezonmap conflicts with libsoup3 clients

Description:

timezonemap is currently an exclusive dependency of cinnamon and built against libsoup2. various other packages incl. eg. gvfs, which is a dependency of nemo and therefore indirectly of cinnamon as well, are built against libsoup3 libsoup2 and libsoup3 cannot be (dynamically) linked into the same process.

Steps to reproduce:

eg. run glade w/ timezonemap installed. Idk whether any other process is susceptible to this, but something in cinnamon will probably actively use this?
