Restore debugging symbols for PE files
In [1], -g is accidentally dropped from CROSSCFLAGS and CROSSCXXFLAGS.
Before that commit, CFLAGS and CXXFLAGS set by makepkg contain -g, as options=(debug) is enabled by default.
