Switch to correct SPDX license identifier (GPL-2.0-or-later)

Fix issue with autoconf trying to link against legacy libporttime:

Consolidate dependencies.

Change dependency arrays to be one dep per line.

devtools 20230105-1 enables the debug option by default.

A follow-up commit will remove debug from alongside other options.

Simplify quoting in file.
Add debug package.

Add all direct dependencies in depends.
Add all sodeps in package() and the respective packages in makedepends.
Remove CFLAGS addition as the gcc >=10 fixes were applied upstream.
Run autoreconf in prepare().
