Add iPXE binaries as further artifacts

As the codesigning of archiso related netboot artifacts is directly related to the iPXE binaries, that we ship to the user, we want to ship the iPXE binaries as additional (PGP signed) artifacts, so that archweb may pick them up instead of us requiring to provide the binaries statically.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
