Check target architecture matches when adding/updating packages

We need a Check that verifies that a package we add or update has the correct architecture for the target repository.

any/ x86_64 -> x86_64

x86_64 ->! aarch64

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
