Add workflow to move pkgbases

We need to create a workflow function to move pkgbases from one repository (or one stability layer) to another.

This must ensure, that symlinks in management repositories and package repositories are created accordingly and that we do not permit moving against the stability flow (e.g. no move from stable to testing).
