Consolidate repod-file man page with tooling documentation

The current tooling documentation (https://repod.archlinux.page/repod/tooling.html) is obsolete/incorrect after !74 (merged). Its still valuable examples and explanations need to be consolidated with the man page for repod-file and the tooling page be removed.
