Move top-level documentation to docs

David Runge requested to merge author_contributing_in_docs into main

Consolidate AUTHORS.md and CONTRIBUTING.md with docs/ as it makes no sense to have this only in the repository but not in the documentation. Replace mentions of poetry with pdm. Move the "Using Repod" section to a more prominent position in the documentation.
