Currently debug repository locations are per repository instance. Each repository has its staging and testing locations as attributes and debug locations work the same way (but there is only one debug location per repository instance). This setup is problematic, as it means that all debug packages (those from stable, staging and testing locations) end up in them and pacman would install the latest version of a given debug package.
