Update 0020-sources-for-python-packaging.rst

fixed a minor typo. docs.python.org use a decimal place

This would fix Issue #2 (closed) it seems

Why 3.0 explicitly? I think we should change it to https://docs.python.org/3.11/distutils/sourcedist.html which is the version relevant at the time the RFC was written. If nothing else, its CSS is much nicer
