Add the Mediation Team as CoC body for staff

As the Code of Conduct predates the Mediator RFC the Mediation Team was not yet mentioned as part of the conflict resolution and enforcment body for the staff group.

This change gives the Mediation Team the possibility to act on code of conduct related issues outside of ongoing or failed mediation processes, for which the RFC already specifies that they can excercise code of conduct related actions:

  • If mediation fails, the clarification body can issue a warning to one or more of the affected parties. Such a warning will usually be communicated privately to the user. The warning needs to be acknowledged in writing. That is required to ensure that the user has read and understood the scope of their transgression.

  • If the warning goes unheeded, or in case the occurrence is judged to be especially flagrant, the clarification body can suggest further actions to be taken. Possible actions can be but are not limited to: temporarily or permanently suspending or deleting the user’s account, or in extreme cases, a ban from all Arch Linux projects.

Process related notes:

  • Try to gauge interest in the change and try to find reasons that necessitate it. Such reasons could including a changing legal framework or changing services.
  • Create an MR with the proposed changes.
  • Announce the MR on arch-dev-public.
  • Allow a discussion period of 14 days to pass before announcing the result. (extended to 21 days due to christmas and new year vacations)
  • If the changes are complex and require legal council, we'll engage a lawyer at this point after we're happy with the proposed changes. If the lawyer has some comments, we'll apply them without further discussion.
  • Announce the proposed changes to all users via email and mention the effective date as today + 1 month.
  • Merge the MR on the effective date.
