Implement configuration field for specifying secret handling mechanism

Extend hermetic parallel config to be able to distinguish secret handling mechanisms as a top-level configuration item.

The first one will be TestSystem and be used in the context of the test system where secrets are created on an ad-hoc basis and kept in the persistent volume on the file system.
