Move Signstar OS to separate repository

Although it is great having the mkosi integration be tested right away in this repository, alongside the signstar tools, it is no longer feasible to run those tests on every MR/push to main.

We need to move signstar os to its own repository and maybe just build on a daily basis against current HEAD of main.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
