Create GitLab page

This would allow us to simplify the aurweb role in the infrastructure repository, so it doesn't also have to deploy the bylaws and generate the bylaws as a role:

Where it is served, we should redirect from https://aur.archlinux.org/trusted-user/TUbylaws.html to the new subdomain.
