Implemented ModifiedTS such that:
  -ModifiedTS changed ONLY when package updated
  -SubmittedTS changed ONLY when new package
Also made DummyPkg fixups in tupkgupdate

X's only show up if user can delete comment

display if there are next and previous pages

replaced and "overwrite" wasn't checked
