Support offline updates

Once the updates are downloaded libalpm should allow installing the updates in a totally offline (no network) environment.

Currently, this doesn't seem to be the case as explained in https://github.com/PackageKit/PackageKit/issues/661#issuecomment-2295365964.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
