Tagging the pacman's cache directory

Please consider adding CACHEDIR.TAG, per Cache Directory Tagging Specification to pacman's cache directory. The presence of that tag is helpful when using software that is aware of this, most notably backup software, avoiding the need to have to mark the pacman's cache directory explicitly as being a cache.

I'd be happy to contribute a patch that implements this.
